Reports are made at actionfraud.police.uk or on 0300 123 2040, and are assessed by the National Fraud Intelligence Bureau, which decides whether a case is referred to a police force. In Scotland, fraud is reported to Police Scotland on 101.
A report is a record rather than an investigation, and most reports do not result in a force taking the case. It is still the necessary first step: banks, exchanges and solicitors will ask for the crime reference number.
