Exchanges operating in the UK and comparable jurisdictions collect identity documents and hold them for years. Those records are the bridge between an address and a person.
They are not available to the public, or to an investigator. They are released to law enforcement or under a court order, which is why a documented trace pointing at a specific deposit is the useful thing to produce.
